As a result of this initiative, the Vulnerability and Risk Analysis and Mapping (VRAM) platform was established within the Mediterranean Centre for Health Risk Reduction (WMC) in Tunis with the objective to help implement primary and secondary prevention strategies to reduce morality and morbidity through disaster crises management.


A statement posted on January 15 2001 by the European Community Humanitarian Office (ECHO) said the assistance would aim to reduce morality rates among the most vulnerable sections of the population and to promote increased self-reliance in the war-affected society.


The latest government report (September 2010) states that “to reduce morality further among children in Nepal, attention to newborn and infant care is required .”

EUROPEAN and Japanese grain buyers have threatened to cancel Australian contracts over fears of contaminated canola.

Importers have warned Australia's grain industry they will reject genetically modified grains.

The CBH Group, a major Australian grain co-operative controlled by 4800 growers, yesterday declared that natural canola farmers had a major advantage in international markets, attracting a 5 per cent price premium over GM canola.

CBH had to begin testing all grains for GM contamination this year after Western Australia lifted its moratorium on GM crops, allowing GM canola to survive sprayings of the Monsanto herbicide Round-Up.

CBH's marketing manager for lupins, oats and canola, Peter Elliott, said yesterday 90 per cent of this year's traditionally grown canola crop had been sold to Europe, which has banned GM foods. "When you're growing GM, at the moment you need to compete against Canada, but when you've got non-GM you get a free kick into Europe and some markets in Japan," he said.

"There's a massive advantage to be growing non-GM this year, because Europe has been so aggressively buying up all the non-GM tonnage."

Mr Elliott said he was concerned about the case of WA farmer Steve Marsh, who was stripped of his organic status last week after his farm was allegedly contaminated with GM canola seeds, blown from a neighbouring farm.

Mr Elliott said GM canola now made up 6 per cent of the crops in WA and 20 per cent in Victoria and NSW, but the strain was still banned in South Australia, the ACT and Tasmania.

The Australian can reveal that four European and Japanese importers threatened to cancel contracts after the WA government approved GM canola in January.

The European importers -- AgroTrace in Switzerland, Eurograin in Germany and Holtermann in Norway -- warned WA Premier Colin Barnett in February they would reconsider sourcing canola from the state in order to meet strict European laws on GM labelling and contamination thresholds.

"European consumers remain resolutely opposed to genetically modified crops, and as European importers we must remain responsive to the needs of our customers," the importers wrote in a letter obtained by The Australian yesterday.

An organic farmer in Western Australia, Steve Marsh has had GM Canola blown onto his property from a neighbouring farm and is now contaminated. His organic certification has been suspended, putting his livelihood and whole harvest in limbo.

Fortunately he had taken precautions to declare his property GM free and had gone to the expense of setting up signs and getting legal advise so he should be able to take legal action against the GM Farmer.

The WA Ag Department has now confirmed the contamination and Monsanto has stated that it will support the GM farmer if Steve takes legal action. The purpose of this page it to allow people to donate to a “war chest” to help Steve fight for compensation.

Hundreds of dead snapper washed up on New Zealand beach

Hundreds of dead snapper have washed up on Coromandel beaches on the North Island of New Zealand, leaving holidaymakers perplexed.

The mysterious incident came as the southern United States was hit with a second unexplained mass bird death within a week.

People at Little Bay and Waikawau Bay, on the north-east of the peninsula, were stunned when children came out of the sea with armfuls of the fish and within minutes the shore was littered with them.

Charlotte Pearsall, whose family have lived at Little Bay for the last 30 years, said she had never seen anything like it.

"It was so surreal," she said. "It's such an incredible waste - it could've fed the whole northern tip of the Coromandel."

People with binoculars said the snapper stretched as far as they could see and boaties reported "a carpet of floating fish further out to sea all along the coast".

"We initially thought 'woohoo a free feed' but they had really cloudy eyes and you could see the birds had been at them. Some of them had no eyes," Pearsall said.

Her parents called the Department of Conservation and were told it was most likely the fish had starved due to weather conditions, but Pearsall did not think that was the case as many of the fish looked big and healthy.

The Fisheries Ministry are currently investigating the situation and said they could not yet say what the cause was.

"Any commercial operators must record and report their catch," said ministry field operations officer for Waikato, Bay of Plenty and the Coromandel Brendon Mikkelsen.

"They're equally as concerned as we are . . . it's not in anybody's interests for fish to be abandoned at sea."

Mikkelsen said it had happened before but given the quantity of fish it was very concerning.

People saw floating snapper in the water as early as 5am yesterday but the ministry only received reports 12 hours later.

In an historic first for Australia, Prerogative Writs of Mandamus were served in the High Court in Canberra at about 3.48 pm this afternoon pertaining to the illegal "corporations" that have been formed, and are being operated under the "Commonwealth of Australia" ABN122 104 616 and the America Securities Exchange Commission No. 000 080 5157, and commanding that this fraudulent "corporation," and all of the fraudulent subsidiary "companies" - being those in each of the States - be dissolved. Queenslanders will no doubt be familiar with the "Brigalow Corporation," brought to the attention of the people some years ago by Sue Maynes in New South Wales, Brian Shaw in Victoria, Wayne Glew et al in Western Australia, as well as many other good and hard-working people for the cause in many other States.

This action will have repercussions throughout Australia, and around the world, and result in the formation of the King's Bench, which may result in the dissolution of all of the governments - State and Federal - as they are all guilty of fraud - and possibly the arrest and jailing of a number of people - politicians, government "advisers" and lackeys, judges, and many others. The list is already quite extensive, including former politicians and Prime Ministers, Premiers, on and on it goes! As we said in a previous issue of the Voice, "Runnymede, here we come again!"

This is the result of people realising their sovereign rights under the Australian Consitution Act 1901, sections 1 to 128, Section 61 of Magna Carta 1215/1297, and the Statute of Monopolities 1623-4, where there has been a number of frauds of gigantic proportions perpetrated on the sovereign people of Australia.

We congratulate people like Sue Maynes and many others, who have toiled for years to try to get something done about the situation. We have waited and waited for someone to act, hoping someone would, and having waited for years, with nothing happening, we decided to do it ourselves. Together, we quietly formed an alliance with other hard working sovereign people from other States, issued the writs this week in the High Court, serving them this afternoon. It was a tremendous rush, to get them in to the High Court before they close tomorrow for the year, and we sincerely thank all those who gave their all to get them sent in time for issuing this afternoon in the High Court in Canberra..

The Chief Justice Mr. French does not have long to act, and he must act. If he does not, he may be charged with high treason, which according to law, is punishable by death. YOU WON'T SEE THIS IN THE MAINSTREAM MEDIA ANY TIME SOON!

A rain-making method developed by Thai king Bhumipol Adulyadej is set to aid Queensland in battles with drought after an agreement between the state government and the Thai royal household.

The Queensland government's access to the rain-making technology, developed by King Bhumipol over the past 30 years, came a year after the state approached the royal household last year.

As a result, Queensland is set to be the first major region outside Thailand where the rain-making technology will be put into full effect.

In the past, Australia had joined other nations requesting information exchange and technology on the technique.

But Soothiporn Jitmittraparp, secretary general of the National Research Council of Thailand, said similarities in topography in Thailand and Queensland would be beneficial to the success of the project.

"The climate and geology of Queensland drought area is very similar to some parts of Thailand. So we're quite sure this technology can be used effectively in Queensland," Soothiporn told AAP.

The technique largely relies on cloud seeding generally undertaken using chemicals that promote the formation of water droplets within the cloud formations.

The chemical cloud seeding in turn creates clouds with differing temperatures at different altitudes.

There are several stages in the process, with sodium chloride used in the final stage to trigger rain.

"If that kind of cloud is set up in a very good condition, then the cloud will condense into water and the rain will begin falling," Soothiporn said.

In Thailand, the cloud-seeding method has been applied in the largely drought-affected north-east of the country as well as boosting water volume in dams and reservoirs and aiding reforestation programs.

Mr Soothiporn said the agreement is also set to boost bilateral cooperation between Thailand and Australia in areas of meteorology and weather programs.

Talks between the state government and the Thai royal household began in 2009 but an agreement was reached only in June.

It allows for exchange of scientists to study the rain-making methods. The technique was recognised in 2005 and covered by patents in 30 European countries.

Reports said Queensland Premier Anna Bligh had recently forwarded a letter to King Bhumipol, now 83, acknowledging the assistance for access to the techniques.

Queensland initially made the request for assistance when the state was more than 35 per cent drought affected in 2009. But heavy rains across the region over the first half of this year has left less than two per cent of coverage still affected.
